The two top rows are the only places a Norwegian can legally play live roulette. The eight below are the names a search returns anyway. Their common feature is not their offers — research carries no offers for any of them — but the fact that Lottstift has, in the months around the page’s snapshot, ordered Norwegian internet providers to DNS-block them. Grunnprinsippet bak norsk pengespillpolitikk
Norway’s gambling law rests on three statutory pillars and one institutional fact.
The statute is Lov om pengespill (pengespilloven, LOV-2022-03-18-12), with its accompanying pengespillforskriften, both in force since 1 January 2023. It carves out two exclusive rights: Norsk Tipping AS, state-owned, for online casino, sports betting and lotteries; Stiftelsen Norsk Rikstoto, a foundation, for horse betting. The regulator is Lotteri- og stiftelsestilsynet — what the older statute texts still call Lotteritilsynet — under the Ministry of Culture and Equality.
Sections 4, 5 and 6 of pengespilloven close the doors around those two. Without a permit, it is forbidden to offer gambling directed at the Norwegian market, to facilitate payments to it, and to market it. The age limit is 18, and gambling on credit is barred.
The institutional fact follows from those provisions. Because no private operator can obtain a Norwegian licence for the games Norsk Tipping offers, the entire domestic live-roulette market is one operator wide. Every other live-roulette room a Norwegian search returns is, by definition, an offshore operator serving a market it has no permission in.

A Norwegian player who lands on Rikstoto for live roulette has misread the brand — the entire premises include longform coverage and a 0 casino-roulette offering, which is exactly what the monopoly carves out.
The point of the carve-out is not brand distinction. It is that the two are complementary, not substitutable. Norsk Tipping is where a Norwegian lives for live roulette. Norsk Rikstoto is where a Norwegian lives for the Derby. Neither competes with the other for the same product.

The Norwegian market carries predominantly European wheels; American wheels appear on a handful of offshore providers. A European wheel pays the player better, by an exact margin: 2.70 per cent house edge against the player’s stake, against 5.21 per cent on the American version. A third variant — wheels with three zeros — runs the edge to 7.69 per cent. Every wheel in production falls into one of those three.
A straight-up bet on a single number pays 35 to 1. Red/black, odd/even and 1–18/19–36 pay 1 to 1. Dozens and columns pay 2 to 1. At the inside of the layout, a split (two adjacent numbers) pays 17 to 1, a street (three numbers in a row) pays 11 to 1, and a corner (four numbers) pays 8 to 1. These payouts are the same across providers; what the provider does not change, the house edge is locked to.
One rule softens the European edge: «en prison» (or its sister rule, «la partage») lets the player keep half an even-money stake when zero lands, instead of losing the whole stake. Applied in full, en prison pulls the house edge to roughly 1.35 per cent on the European wheel. Norsk Tipping’s published average return on KongKasino is around 95 per cent, which is consistent with European wheels under en prison rules and inconsistent with American or triple-zero variants. A lowered limit kicks in immediately. A raised daily limit takes effect after at least 24 hours; a raised monthly limit takes effect from the next calendar month. The mechanism is deliberate — it lets a player reduce what they can lose today but holds back what they can raise tomorrow. The asymmetry is the point.
The bands below translate those rules into a loss-bound calculation: a single-player upper bound of how much the limits cost on KongKasino-style play, given the conditions stated, and the conclusion they support.
Assuming a Norwegian player sits at a KongKasino live-roulette table every day for a full calendar month, the operator’s daily cap binds first. At the published 2 000 kr per day, the month’s loss cannot exceed 2 000 kr × 30 days = 60 000 kr in nominal stake. Applied to a European wheel at a 95 per cent return, the expected loss bands from 0 kr (no play) to 60 000 kr × (1 − 0.95) = 3 000 kr. The published monthly cap of 5 000 kr binds instead, so the band is 0 kr to 3 000 kr — a result the monthly cap enforces at one month of every-day play.
Scaled up to the operator’s overall monthly cap of 20 000 kr under § 26, applied to the same 95 per cent return across the full portfolio, the expected loss bands from 0 kr to 1 000 kr. The cap is not a number a player chooses to spend. It is the steady-state ceiling the operator enforces, and the rule above it is the steady-state ceiling the statute enforces. A second cost is tax. Winnings from Norsk Tipping and Norsk Rikstoto are tax-free whatever the amount. A single winning above 10 000 kr from a commercial foreign gaming operator — for example an offshore online casino — is as a rule taxable under skatteloven § 5-50. An EEA licence does not make the win tax-free. The win is what it is, and the win is taxable.
A third cost is access. The DNS-block orders under § 32 a, in force since 1 January 2025, sit on most of the eight. The payment-transaction ban sits on all of them — Norwegian payment processors are barred from moving money to offshore gaming operators. Reaching these routes requires a workaround the law itself blocks.
The player on an offshore site loses Norsk Tipping’s loss caps, loses Lottstift supervision, loses Hjelpelinjen as a directly reachable consumer-protection line, and may owe tax on a single big win. A typical live-casino welcome package runs as a percentage-deposit match with a wagering requirement and a maximum-cashout cap. The percentage-deposit match is what the player sees first; the wagering requirement is what the player meets last. DNS blocking under pengespilloven § 32 a, in force since 1 January 2025, orders Norwegian internet providers to stop resolving the domain names of unlicensed operators. The first decisions were issued on 24 March 2025; by the late-2025 enforcement notice the count had reached 178 sites in one batch, with the running total across batches past 238 sites of 72 companies. The Blokkerte nettsteder februar 2026 register is the public running list.
The payment-transaction ban under pengespilloven § 5 prohibits Norwegian payment processors from facilitating transactions to unlicensed operators. A Norwegian bank or card issuer that lets a player fund an offshore gaming account is, by that transaction, breaking § 5.
